Closed Issue: Add an arrow to the menu bar toggle group to set "none" map function status [24047]

Current version of MenuBar plugin doesn't have the ability to set the map status to "none" i.e. not zoom in, not zoom out, not select, etc.

I'll add an arrow "pointer" button like the one in ArcMap that will unselect the other members of the toggle group and put the map functionmode into the state "none".

In the future we need to update the SimpleActionItem control or the menubar implementation of headercontrol so that when a tool is selected (e.g. pan) if you click it again, it becomes unselected. In this case don't send the "click" event because we are not clicking, we are unclicking.
Comments: Resolved with changeset 71412: Added a new toggle group button to the MenuBar plugin called "pointer" who's main purpose is to unselect the rest of the buttons in the toggle group. Previously there was no tool for doing this. In the future this button could become redundant if simpleactionitems could report their own state (clicked or not) then when a button click results in "unclicked" then we could set the map function mode to "none" at that point rather than using this pointer tool.
