So it seems that if these two libraries are the contenders, DotSpatial is definitely the winner.
I've seen that there are some thing that NTS does more easily that DotSpatial, though, such as applying transformations on geometries. The DotSpatial Topology documentation itself seems to hint that NTS might work better on some elements than DotSpatial. Is there some place with good documentation on DotSpatial's Topology API? Is it identical to JTS' API?
EDIT: I just realized 1.13 is larger than 1.7 :-) Doh!
