Edited Task: DotSpatial.Plugins.WebMap: Ability to change list of maps in config [24880]

Now all services (maps) hardcoded into dll. Sometimes need to exclude/include some services. The better will be to do this without recompiling DotSpatial.Plugins.WebMap.dll

P.S. I noticed that some services already included into config file, but:
1) there are some additional service outside config : BingHybrid, Google, etc
2) config file not published on nuget
